What a rental business must hold

The requirements below come from Decreto 72/2012. They apply to renting cars and vans without a driver in the Canary Islands.

Last updated: 2026-08-27

Prior notification (art. 114)

Notify the Cabildo Insular at least thirty days before you begin. Every four years you confirm that you intend to continue and that the conditions still hold. Ceasing the activity is notified fifteen days ahead.

Premises (art. 115)

You need a registered trading name and premises open to the public, with the municipal opening licence where one is required. The premises may not be your private home, may not be shared with another company, and must be used exclusively for vehicle rental. You must also be registered in the IAE for the activity.

Minimum fleet (art. 119)

Twenty vehicles. Dropping below that breaches the requirements unless you restore the number within three months. For industrial or commercial vehicles operating only within El Hierro, La Gomera or La Palma, the minimum is ten.

Vehicle age (art. 120)

Vehicles attached at the time of notification may be no more than a year old. Thereafter the ceiling is seven years for engines up to 1,500 cc and nine years above that, maintained throughout. These limits do not apply to industrial vehicles.

Garage capacity (art. 121)

Garaging for twenty-five per cent of the fleet, counted at eight square metres per vehicle, for the vehicles in service on each island.

Prices are filed before they are charged (art. 126)

You set your prices freely, but the price list must be sent to the Cabildo Insular to be stamped before you apply it, and it must separate the base rental price, the compulsory insurance and the taxes.

Declaring it on Canarionet

Add your prior notification under Licences on your organisation profile, choosing the matching type. A car or van rental listing cannot be published until an active declaration is present. We publish what you declare and state openly that we do not verify it. Motorhome-only operators are not asked for a prior notification, because the law no longer requires one of them.
